Teachers

The Provincial Collective Agreement (PCA) between the BC Public School Employers’ Association and the BC Teachers’ Federation is in effect from July 1, 2006 to June 30, 2011. The PCA, concluded on June 30, 2006, represents the first negotiated collective agreement between the parties since the introduction of provincial bargaining in 1994.

Support Staff

Through its Bylaws, BCPSEA has delegated the authority to negotiate collective agreements with support staff unions to the individual school boards or groups of school boards. An agreement negotiated between a school board and its support staff union must be ratified by the BCPSEA Board of Directors, subject to a single criterion: that the agreement complies with government compensation mandates or guidelines that may be in effect from time to time. Support staff collective agreements in the sector expire June 30, 2010.

Exempt Staff

BCPSEA provides advice and recommendations to school boards on a variety of compensation, employment contract and general human resource issues. With the October 2002 passage of Bill 66, which amended the Public Sector Employers Act, the K-12 public education sector, along with the public sector as a whole, moved from a voluntary compliance model with respect to administration of exempt staff compensation to a strict statutory model.
